Located in Wanli District, New Taipei City in northern Taiwan, Café Bayland Mountain (山海芳園) is just 300 meters from the main coastal highway. It sits on the former site of the Guoshengpu Outpost (國聖埔據點), which was once a restricted military coastal defense post. With stunning views of Cape Yehliu and the open sea, this location offers beautiful scenery and strong tourism potential.

History of Café Bayland Mountain
After the military outpost was decommissioned, the North Coast and Guanyinshan National Scenic Area Administration (NCGNSA) under the Ministry of Transportation and Communications officially took over the land and its unused buildings in April 2016. Following the handover, NCGNSA launched a renovation project to preserve the site’s historical character and promote tourism. The original military structures were reinforced and restored, maintaining their authentic appearance while harmonizing with the surrounding coastal landscape.

The project kept key features of the old military buildings — such as their white walls, square design, and terrazzo floors — giving Buildings A and B a charming coastal feel while honoring their historical roots.
After completing the renovation project, NCGNSA held a public tender in December 2022 to outsource the site’s management and operations. The contract was eventually awarded to Tich Garden (田中芳園), a well-known local restaurant group, which officially named the site “Café Bayland Mountain” (山海芳園).

The initial contract runs for three years, with the option to apply for a one-time extension of up to three more years. Since the café is located at No. 9, Guoshengpu, Wanli District, New Taipei City, it is also commonly referred to as “Guoshengpu No. 9 (國聖埔9號).”
The café officially opened on June 9, 2023, becoming a new highlight along Taiwan’s North Coast. However, particular areas — such as the lookout post and part of the first floor of Building B — remain reserved for Coast Guard use and are not part of the café’s operating area.

The café carries forward the core values of its parent company, Tich Garden, a brand deeply rooted in the Jinshan area. In giving back to the local community, the café is dedicated to creating a holistic food and beverage experience, centered around nature, art, culture, regional collaboration, and sustainable development.

While savoring thoughtfully prepared coffee and delightful desserts at the unique café, guests can enjoy breathtaking views of the Yehliu Peninsula and the Datun Mountain Range in the distance, and the striking sea-eroded landscape adjacent to Guoshengpu No. 9.

Guests can enjoy the serene coastal scenery from the rooftop observation deck and watch eagles soar above the sea. This peaceful and picturesque setting has earned the café an exceptional reputation, inspiring the popular saying: “Just as there is a Cape Café No. 7 in the south, there is a Guoshengpu Café No. 9 in the north. (北有國聖九號;南有海角七號).”

Keeping with the building’s original square layout and classic terrazzo flooring, the café’s interior embraces a minimalist aesthetic. The space is thoughtfully styled in its original white tones, creating a serene and welcoming atmosphere. All tables and benches are made of wood and retain natural forms, adding warmth and texture that complement the space’s understated elegance. This harmonious blend of simplicity and natural materials reflects the site’s tranquil coastal setting and historical character.
Additionally, it’s just a six-minute drive to the famous seafood restaurant street, where visitors can enjoy fresh seafood dishes, especially the renowned Wanli crabs, including flower crabs (花蟹), three-spot crabs (三點蟹), and stone crabs (石蟳).
Recognition of Guoshengpu
Located on the western side of Yehliu Cape and surrounded by mountains, the sea, and rich ecological resources, the Guoshengpu revitalization project by NCGNSA was developed with “sustainability” as its core theme. By thoughtfully preserving the area’s natural beauty, cultural heritage, and ecological value, the project transformed the site into one of Yehliu’s most captivating hidden gems. Recognizing these efforts, it received the Gold Award in the Best Environment & Culture category at the 2023 FIABCI-Taiwan Real Estate Excellence Awards.
